Basic necessities
Helmet (see safety page), hydration system-water bottle and cage or camelback, floorpump (to ensure correct tire pressure before you start a ride), flat repair kit-spare tube, co2 inflator or frame pump, tire levers, patch kit (to fix flats while on a ride), cycling shorts (so your butt will hurt less), car rack (so you can carry your bike to the ride starting place).

Longer or more serious rides
Jersey (for better sweat control and so you have a place to carry sports bars and other stuff), cycling gloves (so your hands hurt less and you have better grip), cycling shoes and pedal systems (for more comfort and more efficient connection to the bike), cycling computer (so you can tell how far and how fast), protective eyewear (so bugs, rocks and tree branches won't poke you in the eye).

Night riding
Blinking tall light (so cars can see you as the drive up behind you), headlight (so cars can see you as you approach them and so you can see where you’re going).

Repair and Maintenance
Home repair stand (so you can properly hold your bike off the ground to work on it), repair manual (to help you figure things out), folding tool set (has allen wrenches and other tools in a format that allows you to carry it easily on a ride), chain lube (to oil the chain), degreaser or bike cleaner (to keep it all tidy), variety of specialty tools (for when you really know what you’re doing).
